ALL SEA DATA Inc (ASD) is a global consulting company that provides CII ranking by using Big Data Analytics related to ship and engine databases, actual sea & air weather conditions encountered by a ship, as well as ship tracking data via Automatic Ship Identification (AIS). This state-of-the art methodology is useful for ships’ real time monitoring of their S&P asset value changes. ASD can closely analyse root causes of CII value variation, upon a unique big data platform of more than 3.0 billion data.

The ASD system can estimate, first time in the maritime industry and with breakthrough accuracy, the fuel oil consumption, and the CO2 emissions of a vessel, by integrating various factors such as friction, added resistance, wave, wind, currents, propeller slip, etc.

Building upon Big Data, the ASD system can accurately verify the ship’s crew-produced Noon Report, for reported fuel oil consumption and CO2 emissions of a vessel. Inaccurately reported fuel oil consumption results in a lower CII grade, impacting on ship’s perceived valuation hereon. Also, if a ship has CII grade D or E, it is normally difficult to analyse its root cause, as this depends on ship performance in waves, wind & operation efficiency. About 35% of the global fleet belongs to CII grade D or E. It is anticipated that in early 2024, the price of E-graded ships can easily drop 15–20% compared to ships having CII grade of A to C.

It is difficult to know the ranking of any ship for fuel oil consumption among her peer group, and CII rating, as such information is not available in the public domain. Ship owners must report, towards IMO’s Data Collection System (DCS) a CII value of their ships which is based on fuel oil consumption. Corollary to this, if a ship exhibits D grade for 3 consecutive years, or, E grade among their peer fleet, its owner must take steps to improve their CII grade or, in worst case, be scrapped.

The root causes of such lower CII grade must be analysed and identified as to their impact. For example, a ship exhibiting high performance riding sea-waves, may still have E-grade due to poor operation, which may be improved by changing ship operation practice, and i.e., selecting proper trade route. If inversely, a ship of E-grade has poor performance in waves, it is difficult to improve her CII grade in principle, due to its original design. This crucial finding may lead to the decision to replacing her altogether, with an alternative ship possessing better performance in waves. In this respect, ASD methodology can effectively assist in this major investment decision i.e., to first identify the “deficient” ship, and then spot a well-suited proper candidate replacement one, thus being a value creation tool.
